Virginia has a graduated income tax with a standard deduction of $8,750 (single) / $17,500 (married). Graduated 2%-5.75% across 4 brackets; brackets are the SAME for Single and MFJ (Virginia does not widen brackets for joint filers). Brackets/rates unchanged since 2004, not inflation-indexed, identical for TY2025 and TY2026. Standard deduction for TY2026 is $8,750 single / $17,500 MFJ (MFS each claim $8,750). IMPORTANT: this enhanced deduction is NOT permanent. The 2025 budget (HB1600) set $8,750/$17,500 for TY2025 and TY2026 ONLY; under current law it is scheduled to SUNSET after TY2026 and revert to $3,000 single / $6,000 MFJ. 2026 bills to remove the sunset (HB12, SB7, SB676) did not pass (HB12 died in committee). Personal exemption: $930 per filer, $930 for spouse if MFJ, $930 per dependent (additional $800 exemptions for age 65+ and blind). Social Security benefits are FULLY exempt from Virginia tax. Age Deduction for taxpayers 65+: up to $12,000, income-tested above an AGI threshold for those born after 1939. Military retirement income deduction (phased up to $20,000). NO local or city income taxes anywhere in Virginia. Refundable Earned Income Tax Credit (15% of federal EITC) or non-refundable 20% Credit for Low-Income Individuals.
