State revenue comes from a 6.85% state sales/use tax (avg combined ~8.24% with local), gaming taxes, the Modified Business Tax (an employer payroll tax, not withheld from or owed by individual wage earners), and the Commerce Tax on business gross receipts. Retirement income and Social Security benefits are fully exempt at the state level by virtue of there being no income tax.
